WHEREAS, Valerie Spale is recognized for being a tireless advocate for nature, a highly effective conservation leader, and a positive force for conservation within the Forest Preserves of Cook County (the “Forest Preserves”); and

WHEREAS, Valerie Spale led a decades-long charge to conserve Wolf Road Prairie, an 80-acre Illinois State Nature Preserve located in Westchester, in western Cook County which contains the state’s largest black-soil prairie remnant, and is owned in part by the Forest Preserves and the Illinois Department of Natural Resources (“IDNR”); and

WHEREAS, Valerie Spale was an early member and served as Director of the Save the Prairie Society, and through that group assembled a coalition of conservationists that began saving Wolf Road Prairie in the 1970’s and continues to this day to collaborate with the Forest Preserves and IDNR on managing and enhancing this remarkable site; and

WHEREAS, on October 12, 2017 the Forest Preserves of Cook County (the “Forest Preserves”) was awarded services from the Local Technical Assistance Program (“LTAP”), a federally and state-funded program administered by the Chicago Metropolitan Agency for Planning (“CMAP”), to facilitate a planning study for extending the Des Plaines River Trail from West 26th Street in North Riverside to Ogden Avenue in Lyons (hereafter the “Project”); and

WHEREAS, as of June 14, 2018, CMAP and the Forest Preserves entered into a Memorandum of Understanding with respect to the Project (the “MOU”);

WHEREAS, pursuant to such MOU, it is estimated that by year-end 2019, CMAP will have provided an estimated $107,000.00 in services to the Forest Preserves; and

WHEREAS, in return for such services CMAP requires a contribution from the Forest Preserves in the amount of $15,000.00 to CMAP’s Local Technical Assistance Fund.

Request:  Requesting authorization for the Forest Preserves of Cook County (the “Forest Preserves”) to grant a permanent easement to the Illinois Department of Transportation (“IDOT”) at Roosevelt Road and IL 171 (1st Avenue)  for  0.032 acre or 1,390 square feet.

Reason:  As part of planned intersection improvements at Roosevelt Road and IL 171 (1st Avenue) IDOT proposes to construct 350 linear feet of 7-foot-wide concrete sidewalk along the south side of Roosevelt Road from 1st Avenue to the existing Pace bus shelter. The sidewalk will be constructed adjacent to the curb to minimize the required easement area. The proposed sidewalk will improve safety and accessibility for pedestrians from the bus shelter to the crosswalks at the signalized intersection. The Village of Forest Park has requested the sidewalk and will be responsible for its maintenance.

The planned intersection improvements are within the existing IDOT right of way. Only the sidewalk is proposed to be built on Forest Preserves land.
