WHEREAS, the Forest Preserves of Cook County Board of Commissioners is pleased to commemorate the centennial of the Chicago Zoological Society, the non-profit organization that operates Brookfield Zoo on land owned by the Forest Preserves of Cook County; and

WHEREAS, in 1920, philanthropist Edith Rockefeller McCormick donated 83 acres of land to the Forest Preserves of Cook County under the stipulation that the land be used to create a modern zoological park; and 

WHEREAS, the Forest Preserves then convened a “Committee on Zoological Gardens,” which spent 3 years studying the exhibits, governance structure, funding methods, maintenance costs and administration structure in zoological gardens across the county; and

WHEREAS, after much study of similar arrangements adopted by large zoological organizations, the Committee recommended the creation of the Chicago Zoological Society, formed of representative citizens of Cook County, to plan, build and operate the zoo; and

WHEREAS, designation of this region as an Urban Night Sky Place is only the third such designation to have been made by IDA to date, and is the largest designated Urban Night Sky Place in the world; and

WHEREAS, an IDA Urban Night Sky Place is a municipal park, open space, observing site, or other similar property near or surrounded by a large urban place, whose planning and design actively promote an authentic nighttime experience in the midst of significant artificial light; and

HONORING THE LIFE AND LEGACY OF ALBERT PRITCHETT, JR.


WHEREAS, Albert (Al) Pritchett Jr., a devoted family man and accomplished pioneer in African-American governmental leadership in numerous governments in Cook County, has been taken from our midst; and

WHEREAS, Al Pritchett was born in Crawfordsville, Arkansas on September 18, 1932, the oldest of four children, to Albert Sr. and Rebecca Pritchett. In 1936 the family moved to Chicago, settling on 38th and Indiana Avenue. Albert began his education at Wendell Phillips Elementary School and continued at Wendell Phillips High School where he excelled in the classroom and in sports, lettering in track and field and football; and

WHEREAS, after graduating High School in 1950, Al matriculated at Marquette University in Milwaukee, Wisconsin, where he continued to exude academic excellence and athletic prowess, graduating in June of 1955. Al Pritchett was drafted into the US Navy later that year and, while home on leave, he married the love of his life, Gloria Fay Hunter, on June 1, 1957. RESOLUTION CREATING THE FOREST PRESERVES’ EQUITY, CULTURAL SENSITIVITY, AND INCLUSION SITE NAME TASK FORCE

WHEREAS, the Forest Preserves of Cook County Board of Commissioners (the “Board”) and Forest Preserves of Cook County (the “Forest Preserves”) recognize that names are an important part of creating a sense of place and belonging and that names may have powerful and positive meaning for people and provide opportunities to promote community harmony; and

WHEREAS, this body approved Resolution 17-0178 on September 11, 2018 to officially recognize and adopt names of Forest Preserves Lands and Amenities after a staff Naming Committee recommended correct and official names of all venues, following an exhaustive review to determine which names had been formally adopted by the Board in the past, were in common use, or had been abandoned; and

BE IT ORDAINED, by the Forest Preserve District of Cook County Board of Commissioners, that Sections 1-5-4, Subsection 4-1 of CHAPTER 5 - FOREST PRESERVE DISTRICT PRESIDENT AND BOARD OF COMMISSIONERS RULES OF ORGANIZATION AND PROCEDURE of Title 1 of the Forest Preserve District of Cook County Code of Ordinances is hereby amended as follows: 

1-5-4: PARLIAMENTARY RULES.

4-1.	Meeting.

	(a) The Board shall hold regular meetings pursuant to an annual calendar adopted by resolution of the Board. 

	(b) It shall be the duty of the President to call special meetings of the Board whenever such meetings are necessary in his or her opinion. The President must give no less than forty-eight (48) hours' advance written notice of such special meetings to the Commissioners and to the public.

Summary:  In 2020, the Forest Preserves of Cook County issued a Request for Proposals and retained Hillard Heintze to analyze the Forest Preserves Police Department and recommend best practices to: (a) maintain and strengthen police and community relations, (b) create a work culture that is inclusive and equitable to all people, and (c) support a diverse police force through recruitment, retention and promotion.   The independent analysis found that the Forest Preserves Police Department has a ready, willing and able workforce and that officers understand, appreciate and take pride in their department’s mission to make the Forest Preserves a safe place.  The consultants also report that permit holders and other stakeholders generally have positive impressions of Forest Preserves police officers. Shared occupancy of this location facilitates collaboration between the Forest Preserves and the IDNR for mutual projects, particularly those focused on enforcement of conservation and species-protection laws. Forest Preserves Police regularly communicate, train, and consult with the IDNR’s Conservation Police to uphold state, county, and local laws related to the protection of our region’s natural resources. As part of this License, the IDNR’s Conservation Police will provide the Forest Preserves with targeted support for operations to reduce poaching and pollution in the Forest Preserves, and participate in two (2) special events annually.
