Title: PROPOSED RESOLUTION TO AUTHORIZE THE DISTRICT TO ENTER INTO THE LOCAL AGENCY AGREEMENT COSTS FOR THE THORN CREEK BICYCLE TRAIL WHEREAS, a Congestion Mitigation Air Quality (CMAQ) has been awarded to the Forest Preserve District of Cook County (the “District”) by the Illinois Department of Transportation (“IDOT”) to construct a 4.75 miles of the Thorn Creek Bicycle Trail (hereafter the “Project”); and WHEREAS, on February 4, 2013, the Board of Commissioners authorized the District to enter into a local agency agreement (the “Local Agency Agreement”), with the Illinois Department of Transportation (“IDOT”) to pay 20% of the Phase III Construction Engineering costs associated with the Project, estimated at $90,956; and WHEREAS, on November 12, 2013, pursuant to the Local Agency Agreement the Board of Commissioners authorized the District to pay the “IDOT” 20% of total construction cost for the entire project estimated at $1,138,600. WHEREAS, due to a pending agreement with the Canadian National Railroad the District started construction of the trail segment from Sweet
