Summary:   The overarching goal of this report is to explain the capital needs, opportunities and limitations that the Forest Preserves will consider as it makes decisions about investments in its trail systems.  By setting overarching priorities and guiding principles, the Forest Preserves can ensure that it gathers the right information and makes informed choices that will ensure people of all ages and abilities have a good experience when using Forest Preserves trails.  Ensuring that trails are always in good condition is the highest priority. The report includes guidelines for systematic inspection of trail conditions to help prioritize capital projects for the 5-Year Capital Improvement Plan. It asks and answers the question on when the Forest Preserve trail system will be complete.
